COUNCIL OF MINISTERS

- Approves the Science and Technological Development Policy upon the proposal of the Council on Science Policy and Technological Development

- Submits to the National Assembly drafts of laws on R&D activities

- Makes decisions on establishment, closure or fusion of research institutions

- Makes decision on the distribution of funds for the National Development Programs upon the proposal of the Council on Scientific Policy and Technological Development

- Makes decision on the institutions to belong to the National Network of the Research Institutions

- Makes decision for the establishment of National Research Centers and for their Statute

- Adopts in principle the bilateral and multi-lateral agreements on Science and Technology
