FINANCING OF R&D ACTIVITIES IN THE REPUBLIC OF ALBANIA

There are two ways the R&D activities are financed by the State Budget:

INSTITUTIONAL and ACCORDING THE PROGRAMS

The INSTITUCIONAL Financing represents that part of State Budget given directly to the Central Organizations to support the activities of their dependent institutions in the field of Science and Technology.

The budget for Science and Technology is a separate item in the budget of the Central Organizations.

The Central Organizations manage this budget following the Law On Science and Technological Development, Governmental Decisions, Special Rules and Regulations.

Financing According Programs is done

- through State Budget funds designated for the National Research and Development Programs and given directly to those Central Organizations that manage these Programs

- through funds given to the Ministry of Education and Science to finance different projects on a competitive way following known and standard procedures. This way are financed the projects in the Framework of different bilateral and multilateral agreements, also.

Another important way for financing the R&D activities is related with donations, grants, assistance, loans, etc. given to Albanian Government or Albanian partners:

- by Foreign Governments in the framework of different agreements,

- by International Organizations,

- through participation in international programs and/or projects.

A new source for financing R&D is related with the income from services offered by the research organizations. It is hoped that this source will play a major role in the future adopting better development policies by the research institutions.
